Scoping one program, not the whole city

City halls sometimes arrive hoping for one wall of every municipal program. That ambition usually stalls. Different programs use different ledgers, reporting calendars, and audiences. We recommend commissioning one program thoroughly before expanding.
A single-program dashboard can still show context — city-wide targets, related services — without claiming ownership of every dataset. Clarity for one briefing is more valuable than a crowded collage that no desk maintains.
When budget allows a portfolio later, reuse the indicator dictionary format and chart grammar so officers recognise the same conventions across programs. Consistency of language beats visual novelty.
