Municipal Program Dashboard Commission

The district needed a monthly view of enrolment, completion, and job-placement follow-ups for a youth skills program reporting to a standing committee. Source data lived in three spreadsheets and one attendance book. Over eight weeks we agreed definitions, built a five-indicator page set, and handed the update checklist to the program officer and a finance counterpart. The first council pack after handover used the new pages without our presence in the room.

Before redrawing charts, the indicator map showed overlapping counts between household collections and commercial pickups. After the definitions were separated, the quarterly pack could show route coverage honestly. The mild reservation from the operations desk was that field tablets still lagged paper logs by two days — a constraint we documented on the page rather than hiding.
